What it claims

The Conclave holds that the forest is not territory available for a nation to extract from, but a living commons that requires care across generations. Outsiders need a guide to vouch for them, and gathering, felling and casting are all restricted by season.

To elves who lived through the Divine Age and human expansion, these limits are not affectation. They are survival experience.

The contradiction at its centre

The Conclave’s problem is not that it protects the forest. It is that “never be hurt again” has slowly turned into “never give the outside world the chance to prove things have changed”.

The Three Seats — Root, Crown and Memory — are not one unified wall. Each has a real reason, which is exactly what makes this the hardest thing in the forest to fix.
