Lanviris has neither the Empire’s numbers nor the Holy State’s network of believers. It stays independent because caravans, foreign artisans, the Guild and the local lords all find an open road worth more than conquering one another.

What it claims

The public creed is that the oath binds the one who holds the sword. Law here emphasises contracts, rights of passage and local assemblies, and permits communities of different faiths and peoples.

That makes it easier for outsiders to settle. But the freedom is not evenly distributed: nobles who hold land — and the right to interpret the old oaths — can still make an ordinary person spend years getting a single hearing.

The contradiction at its centre

The kingdom uses oaths to limit the crown, and the same oaths let old houses dress private interest as local autonomy. On the stone at the head of Rivienne’s Seventh Bridge, someone keeps carving “the Seventh Domain has already paid for this bridge twice”. It is polished off every year. It comes back every spring.
