What it claims
The Tower’s oath is that a conclusion may not precede its evidence, and a crown may not rewrite a formula.
It admits anyone who can pay the fees, pass the exams, or contribute equivalent research, and does not refuse entry on nationality or faith. For many non-human scholars it is one of the few institutions on the continent where formal standing can be earned on ability.
The edge of neutrality
Neutral is not the same as having no position. The Tower will refuse to falsify an assessment, and refuse to hand a researcher to a tribunal with no evidence.
But when research ends up used in a war, the Tower has long deflected patent and supply responsibility onto “the user is accountable” — and there is still no internal consensus about where that line actually belongs.
