The Null Covenant
A covert network that contains rule anomalies and runaway forbidden magic. Most nations deny it exists. Its real danger is not the kill order — it is learning to treat skipping the explanation as efficiency.

What it holds to, and how it works
The Covenant has no public declaration. New members copy out a single sentence:
When a formula invalidates evidence itself, stop the formula first.
Its targets are the ones ordinary courts cannot try: curses that rewrite a witness’s memory, formulae that continuously copy themselves, Star Tower incidents that leave a city holding two histories at once.
Its methods include sealing, evacuation, severing the medium, fabricating a harmless accident report, and — when nothing else is available — executing the caster.
The contradiction at its centre
Some disasters have to be stopped before the public can understand them. But a necessary secret with nobody watching it very quickly learns to call dissent a disaster.
The dangerous part of the Covenant has never been the kill order. It is the organisation gradually treating “skipping the explanation” as efficiency.
