What it claims
The imperial doctrine is order inside the walls before there can be a tomorrow. To people in the north this is not merely propaganda: imperial soldiers die on the monster-tide and rift lines every year.
The problem is that the centre has steadily expanded “protecting humanity” into “only the Empire may define what humanity’s interests are”.
Policy toward non-humans
Officially: registration, utilisation, surveillance. Anyone with a military record, a tax record or technical value can advance — up to a point, and rarely into the rooms where policy is set.
Regional variation is stark. Border garrison towns are usually far more willing to work with other peoples than capital nobles are, because on the front line the only credential that counts is whether you can hold the line.
